American businessman Leon Bauer has been drawn into the shadowy country of Istanbul, doing undercover odd jobs and courier runs for the Allied war effort. The Investigator is sent to the Enterprise, a huge, sprawling complex in an unnamed Town where twenty-two people have committed suicide in the past eighteen months.  However, this is not an easy feat; he is not allowed into the Enterprise, not given any directions anywhere else, regulations 'hamstring' him, he is constantly lost because of the street layout, and he senses that someone is constantly watching him.
